How Medicaid Home and Community-Based Services (HCBS) Support Aging Individuals with IDD and Their Aging Caregivers

This presentation will provide an overview of the AUCD HCBS Special Interest Group (SIG) and its recent work. Presenters will discuss national trends in Medicaid Home and Community-Based Services (HCBS) for aging individuals with intellectual and developmental disabilities (IDD), including implications for caregivers. The session will also review the HCBS Settings and Access Rules and how these policies promote community integration, person-centered planning, and equitable access to services for aging adults with IDD.

Caitlin Crabb | Institute on Disability and Human Development, UIC

Caitlin Crabb, PhD is a Research Assistant Professor in the Department of Disability and Human Development at the University of Illinois Chicago and works with the Institute on Disability and Human Development, home to Illinois’ UCEDD. Her research focuses on Medicaid policy, person-centered planning, transitions from state-operated developmental centers, service quality reviews, and access to high-quality home and community-based services for people with developmental disabilities.

Sarah Swanson | University of Nebraska Medical Center

Sarah Swanson, MPH is an Assistant Professor at the University of Nebraska Medical Center and Nebraska’s UCEDD at the Munroe-Meyer Institute. She directs the Family Care Enhancement Project, embedding Parent Resource Coordinators in clinics statewide. She leads multiple initiatives to improve access and systems of care for children with disabilities and serves on state and national advisory groups, including Title V leadership teams and the Arch National Respite Research Network. She also consults nationally on CMS home and community-based settings policy.
