The State of HCBS Waivers Across the Country

Summary:
Abby Caughman will be presenting on the state of Home and Community Based Services (HCBS) waivers across the country. She will cover what HCBS waivers are, their benefits and drawbacks, and how waivers differ in key areas across states. The funding and structural differences of waivers and individual service differences such as direct support professionals and self-advocacy services will be explored and compared across states. Finally, the presentation will conclude with a thorough examining of Illinois's HCBS waiver system to compare how Illinois ranks with the rest of the country.

Abby Caughman
Abby Caughman is a master's student at the University of Illinois Chicago working towards her MS in Disability and Human Development. Before pursuing her master's, Abby worked for a year as a Case Manager for Intellectual and Developmental Disability Home and Community Based Services Waivers in South Carolina. This experience was invaluable and informs the work that Abby does today. Abby is currently a second year LEND trainee and works as a Research Assistant for LEND. Her research interests include HCBS waivers, Medicaid and Medicare, and most broadly the impact of federal and state policies on disability health and well-being.
